Not necessarily. Getting a bigger air conditioner to be "on the safe side" is more often than not a big mistake.
An oversized air conditioner will short-cycle (run a brief time) and fail to remove enough humidity from the air. In hot and humid climates, this will cause cold, clammy conditions and tempt you to keep turning down the thermostat.
However, it is not any better to be dramatically undersized either. Without enough cooling, the unit will have to run a long time trying to maintain a comfortable temperature in a room larger than it was designed to cool. On very hot days, your room may never be as cool as you would like.
